The City and County of Broomfield (CCOB) was eager to find ways to fill broadband gaps posed by incumbents to create a new, independently-owned fiber network that enabled services to better help their communities. Foresite Group created a master broadband plan and consulted on the fiber needs of the County. The report provided a fiber optic master plan and deployment models for CCOB. The report identified an open-access business case for a municipal broadband network, as well as public policies that should be implemented to enable broadband development and growth. The fiber optic master plan’s primary objectives were to analyze and outline the feasibility of a municipal broadband network, and a viable business model to deploy a fiber optic network that met the CCOB’s broadband needs.
